Update 2025-01-27: Videos: Tax Assessor and Land Bank appointments, Assessment rate, VAWA, alcohol @ LCC Work 2025-01-27.

For discussion Monday morning and for voting Tuesday evening, the Lowndes County Commission will consider appointments to two boards: Tax Assessors (reappoint Gretchen Quarterman or appoint James Michael Tanner) and Land Bank Authority (reappoint Commissioner Joyce Evans).

They will also hear a change-of-ownership beer, wine, and liquor license application, set the special assessment rate to 9.5%, and probably approve purchasing cards for Tax Commission Clay Guess and Probate Judge H. Burke Sherwood.

Plus they will consider $26,371.00 in cash match while the Solicitor-General’s Office applies for $79,112.00 in federal funding related to the Violence Against Women Act (VAWA).

Appointment to the Board of Tax Assessors

The initial four-year term of Gretchen Quarterman on the Board of Tax Assessors ended December 31, 2024. Georgia statute provides a vacancy on a board of tax assessors shall be immediately filled by appointment of the county governing authority. Per Georgia statute and Resolution of the Board of Commissioners, the appointment or reappointment of a successor to Mrs. Quarterman shall be for the remainder of a three-year term ending December 31, 2027. Mrs. Quarterman has expressed an interest in being reappointed and Mr. James Michael Tanner has also expressed an interest in being appointed to the Board of Tax Assessors.

Special Assessment Rate for 2025

for any paving or utility assessments that are not paid off within the initial 90-day phase…. The current prime rate is 7.5%; therefore, the rate for special assessments should be set at 9.5%. The prime rate was 8.5% in 2024, 9.5% in 2023 and 5.25% in 2022.

Staff has received requests from Clay Guess, Tax Commissioner and H. Burke Sherwood, Probate Judge for county issued purchasing cards. Both elected officials have signed the required agreement.
