This is the briefest Lowndes County Commission agenda I’ve seen in a while, with only two items: Abandonment of a Portion of Race Track Road SE (for Southern Gateway LLC) and TXT-2024-01 ULDC Amendments, both Public Hearings.

This is the last Public Hearing for the ULDC Amendments, after the one last month at the Planning Commission. So if you have any input, better show up Tuesday, or contact Commissioners or Planning/Zoning department head JD Dillard beforehand, preferably in writing.
The bit that may affect the most people is 10.00.07 Board of Commissioner Public Hearing Procedures.
- They’ve still got citizens speaking first against the proposal or request (usually a rezoning).
- They’ve changed the next thing from “The applicant or applicant’s agent” to “Citizens speaking in favor of the proposal or request;”.
- They’ve prepended to the final citizen speaking segment, Rebuttal, this: “At the discretion of the Chair of the Board of Commissioners,”
I’d say 2. is an improvement, and also reflects long-standing tradition. Paragraph F adds time limits of a minimum of 10 minutes con and pro, adding “The Chair of the Board of Commissioners may otherwise limit discussion. The Chair of the Board of Commissioners may allow additional time at the their discretion.” So remember 10 minutes is a minimum, not a maximum. Interestingly, no time limit is specified for rebuttal. And G. says the Commissioners can ask any further questions of anyone who spoke or of staff or of the County Manager.
They’ve fiddled with D. to say “each opponent or proponent who speaks shall state their name and address” (which has always been the case), but they’ve removed “if the person is the applicant, he shall state whether he is the owner of the property or agent for owner.” So how are listeners to know who is the owner or agent?
They’ve completely rewritten 10.01.02 Determination of Completeness, to what seems to me to be a clearer version.
In 10.01.04 and 10.02.02 they’re going for digital-only submissions to the Technical Review Committee and for subdivision plats, away from mylar, plastic, or blueprints. Welcome to the 21st century!
Now let’s see the county publish all those digital files on its own website. Oh, and how about publish the board packet on lowndescounty.com?
Interestingly, I. says an application may be tabled, but only to “a date certain.” So no indefinite tabling. That seems like an improvement.
