This morning at the Work Session, for voting tomorrow evening at the Regular Session, the Flannigan James Road rezoning is back on the Lowndes County Commission Agenda, after being tabled May 16, 2022. Looks like county staff have worked around to supporting it this time; don’t know what the neighbors who petitioned against it think.

There’s also a GDOT maintenance agreement for the Walkers Crossing Roundabout, the second reading of the Abandonment of a Portion of Boring Pond Lane, and adopting water and sewer infrastructure for West Schoolhouse Road Subdivision, which “is located in the Lake Park area off of Schoolhouse Pond Road, Payton Place, Burnt Pine Drive, and Timber Wind Circle and has a total of 31 lots.”
The county as usual pretends none of the above will cost anything. The two big budget items are for communications:

For Flannigan, this could be a significant change from May to now in the packet sheets:
C-G zoning is
listed as a permitted zoningrecommended within a Neighborhood Activity Center Character Area.

The TRC reviewed this application and had no objectionable comments, noting that if approved, the minimum buffer required between Commercial and Residential zoning districts is at least 15’ wide and includes a 6’ tall opaque privacy fence, 3 shade trees per 100 linear feet, and 19 shrubs per 100 linear feet, and continued access from Smith Street will be determined by the County Engineer during the plan review process when an actual use of the property is determined. The Planning Commission heard the request at their May meeting, and discussed the concerns of certain commercial uses versus higher density residential uses, and ultimately recommended Denial (10-0).

The applicant requested that the Board of Commissioners table the request at the June 16, 2022 meeting to allow for additional meetings with the neighbors while a conceptual site plan was developed for review.
The applicant submitted a site plan to the TRC, which was reviewed and returned with comments based on the proposed uses of the property as shown. If the C-G zoning is approved, additional TRC meetings would be required before any development occurs to address access from Smith Street, landscaping and buffering requirements, and any supplemental standards for specific uses.
The agenda sheet doesn’t say whether that’s a new site plan since May, or the same old one from May, i.e., this survey plat:

Here is the agenda. There was no Planning Commission at the end of last month: it was cancelled due to lack of business.
