Twenty-two minutes, quite long for the Lowndes County Commission, with four minutes on the ZBOA appointment with a split vote, and most of the rest on the three rezonings, with five and a half minutes on 6a. REZ-2019-09 Mark Courson, 5761 Long Pond Rd. R-1 to R-10.
The Chairman held forth about Leadership Lowndes at the end of the meeting. It’s like he’s not running again and is getting the most out of his time up there.
Commissioner Clay Griner was not present.
Below are links to each LAKE video, with a few notes, followed by a LAKE video playlist. See also the LAKE videos of the preceding morning’s Work Session, the agenda, and, for the rezoning cases, the preceding Planning Commission meeting.

5a. Appointment – Keep Lowndes Valdosta Beautiful (KLVB)
Video. They appointed Kelisa Brown, unanimously, by “acclamation”.
-
5b. Appointment – Valdosta-Lowndes County Zoning Board of Appeals (pt 1)
Video. For the position currently held by Paul Alvarado, John Hogan was appointed. The vote was 2-2 between the two of them, with the Chair breaking the tie. John McCall was reappointed “by acclamation”: I still don’t think that word means what the Chair thinks it means.

5b. Appointment – Valdosta-Lowndes County Zoning Board of Appeals (pt 2)
-
5c. Appointment Lowndes County Library Board
Video. Incumbent previously did not want to be appointed, then said she did. Commissioner Joyce Evans nominated Dr. J. Elvida Miller, and they appointed her.
-
6a. REZ-2019-09 Mark Courson, 5761 Long Pond Rd. R-1 to R-10
Video. A neighbor spoke against. Applicant spoke for.
Approved unanimously with three conditions, in Commissioner Mark Wisenbaker’s motion, seconded by Demarcus Marshall:
- no more than 2 lots
- no manufactured, modular or mobile homes
- no duplexes
-
6b. EZ-2019-10 Ballard, Madison Hwy E-A to C-C and R-A
Video. Approved as presented.
-
6c. REZ-2019-11 Stewart, 4151 Stewart Circle R-1 to C-H,
Video. For receiving materials via rail spur, plus speculative development of the rest of the property, said Planning Technician Molly Davidson. I don’t think that word “objectionable” means what she thinks it means.
Nobody spoke against. Applicant spoke for. Mostly the property owner will be making metal panels for buildings. They approved it unanimously.
-
7a. Agreement with Cornerstone
Video. It was completely unclear what this contract is for and why the county government needs to hire a consultant to deal with Moody AFB. Something about “inside assistance”.
-
8. Reports (none) 9. CWTBH (none) Chairman comments 10. Adjournment
Video. Chairman Bill Slaughter spoke about Leadership Lowndes. He also asked for Commissioner Comments, but got none.
