SPLOST VIII, Grassy Pond Sewer, and Hospital Authority funding @ LCC 2019-07-22

Not on Lowndes County’s online calendar, the county already met with the five cities about SPLOST VIII:

On July 8, 2019, Lowndes County met with the cities of Valdosta, Hahira, Lake Park, Remerton and Dasher to officially call for SPLOST VIII. As a result, the attached SPLOST VIII Agreement between Lowndes County and the cities has been prepared for consideration. Once approved by Lowndes County, the agreement will be forwarded to the cities for consideration during a public meeting.

Will when and where for that upcoming “public meeting” be announced in advance? Where is “the attached SPLOST VIII Agreement”? Wednesday morning at 9:35 AM, I sent the county a Georgia Open Records Act (GORA) request for the board packet for this week’s Lowndes County Commission meetings. By a very generous interpretation of the three business days GORA permits to respond to such a request, time’s up this morning at 9:35 AM. So far, the county has not even acknowledged receipt of the request.

The Hospital Authority, over whom the county has so little authority it has to pick from a list of candidates sent to it by the Hospital Authority, wants the county to refinance some certificates the Hospital Authority issued in 2011, for some unspecified amount, at some unspecified current interest rate, to some unspecified future interest rate, in “the attached Resolution”, which as usual is not attached to the agenda. See above about the three days are up on the GORA request.

The Juvenile Court Judge (presumably Honorable Judge James F. Council, Jr.) requests the entire $410,135 annual funding of the FY 2020 Juvenile Justice Incentive Grant

…be used to fund Functional Family Therapy. Evidence Based Associates (EBA) was selected in 2013 as the program administrator for grant funded services and have continued to provide those services in each of the subsequent funding cycles. In order to officially accept the awarded grant funding and continue these services, the Criminal Justice Coordinating Council requires submission of the signed award packet, to include an Agreement for Services between Lowndes County and EBA.

Neither the award packet nor the Agreement was attached to the agenda.

The next time a County Commissioner worries about not passing a rezoning because a developer might sue, remember the county has Property and Liability insurance for just such an eventuality.

Also on the agenda is a request from Moody AFB to connect its Grassy Pond recreation area to county water and sewer, at a cost of $518,673.30.

Yet another road abandonment, this time finishing up Abandonment of Portion of Reed Road through quitclaim deeds to the adjoining landowners.
