One citizen got cut off just as he said the county attorney thought he could interpret state law however he liked. In addition to the Lake Park Fire Department Automatic Aid Agreement the County Manager asked at the Work Session to add to agenda, they also added Southern Region Traffic Enforcement Network (SRTEN). Also voted on two weeks ago were changes to the speed zone ordinance, a GEMA grant application, a proposal for engineering services for Exits 22 and 29, HVAC for county buildings, and a liquor license. Here’s the agenda with links to the videos and a few notes.

- Professional Engineering Services for Exit 22 and 29

Video. County Engineer Mike Fletcher said Lovell Engineering has been meeting with GDOT and their consultants. Commissioner Demarcus Marshall wanted to know next steps, and the Engineer listed out a few, including they’d probably put it out for construction next year, as part of the interchange project. Unanimous approval.
- Speed Zone Ordinance

The Georgia DOT is in the process of updating the existing Speed Zone Ordinance for Lowndes County. Attached is a copy of the updated Speed Zone Ordinance with the changes that were requested by Lowndes County. With the execution of this Ordinance, the speed limits on these roads will be updated. A signed copy of the Ordinance will be forwarded to the Department of Public Safety for the updated radar permit for Lowndes County.
Video. County Engineer Mike Fletcher said only change is to lower the speed limit around the Old Quitman Highway area from 65 to 60 MPH.

- Lake Park Fire Department Automatic Aid Agreement

Video. Fire Chief Guyton said it was for only the property along Enoch Road and Enoch Lake Circle outside the five mile road limit established by ISO, but Lake Park has a fire station there. He didn’t say, but that’s a subdivision around Enoch Lake just east of I-75 and just above the Florida state line. Motion to approve by Commissioner Mark Wisenbaker; all approved.
- Southern Region Traffic Enforcement Network (SRTEN)
Approve the re-occurring grant that has been awarded to Lowndes County annually since FY 2013.Documents:SRTEN.pdf
Video. County Manager Joe Pritchard said the Chairman asked for this item to be added after the Work Session, and it was for the Sheriff’s Department to participate in the Governor’s Highway Safety Program. Commissioner Demarcus Marshall asked if a vote was needed to make that agenda change. County Attorney answered no. Marshall also wanted to know how much the grant was for. $20,000. We wouldn’t know that if he hadn’t asked, because there’s no dollar figure in the agenda item sheet on the county’s website. Unanimous vote of approval.

Video. Finance Director Stephanie Black said bids received for HVAC quarterly service and inspections were: Siemens Industry $61,900, and Comfort USA $74,492. Some discussion about what else needed to be covered. Unanimous approval.

- Adjournment
They adjourned without a vote. So they can stick to the letter of a local ordinance when they don’t want to hear something, and then ignore state law. It will be interesting to see what the minutes say about this adjournment, considering this from O.C.G.A. 50-14-1(e)(2)(B):
Such minutes shall, at a minimum, include the names of the members present at the meeting, a description of each motion or other proposal made, the identity of the persons making and seconding the motion or other proposal, and a record of all votes.
