Who could have foreseen that ADS wants a rate hike? The Resolution against the Sabal Trail pipeline they already sent to FERC is on the agenda for voting along with everything else tomorrow, 5:30 PM, Tuesday 9 December 2014. Congratulations again in advance for doing that!

Staff wants to rename the Sheriff’s complex for former Sheriff and former Comissioner G. Robert Carter. And a bunch of appointments, contracts, calendars, and special tax lighting districts. in a very full agenda. Other county commissions, such as Thomas County, list potential appointees in their agenda. If Lowndes County did that, we wouldn’t have to google to figure out how to spell names of appointees. And without this LAKE video, you wouldn’t know who was being considered, unless you skipped work to go to that 8:30 AM Work Session.

5. Appointments – a. KLVB b. Tourism Authority
Video. County Manager Joe Pritchard said Kimberly Hobbs of SGRC and of Molly Stokes of VSU have both expressed interest in appointment to the one open three-year term on the Keep Lowndes-Valdosta Beautiful (KLVB). For the Valdosta-Lowndes County Conference Center and Tourism Authority (VLCCCTA), Commissioner Joyce and Jerome “Andy” Anderson are interested in being reappointed, plus Ronald Skrine of the Valdosta Fire Department has expressed interested in consideration for that second appointment. Evans and Anderson were present. Anderson spoke, providing a lengthy resume of previous boards and outdoor activities.

Video. Why does the county require 60% of homeowners to approve a Special Tax Lighting District, yet it ignored overwhelming citizen opposition to closing the county’s solid waste collection facilities and signing that exclusive franchise with ADS, which now wants a rate hike.

7.a. Approval of 2015 Commission Meeting Schedule
Video. Commissioner Demarcus Marshall noted one meeting was scheduled for Veterans Day, and he wondered if they could celebrate that holiday with local military veterans. County Manager Joe Pritchard said “Generally those are changed as they come up” but they could go ahead and change it.

7.b. Resolution Opposing the Sabal Trail Pipeline in Lowndes County
Video. County Manager Joe Pritchard said they already filed it with FERC because of a deadline FERC set. I’m aware of no such deadline, and apparently nobody else was, either, since nobody else filed anything that same day in Sabal Trail’s new FERC docket CP15-17. Anyway, they’re finally going to vote on that ordinance Tuesday evening.

7.e. Assistance to Firefighters Grant
Video. Fire Chief Guyton asked for approval to apply for a grant for $333,450 to replace portable radios that are at end of service life. Only a 10% match required: $30,113. Match has to be monetary, not in kind.

7.f. Lease Agreement for USDA
Video. Chad McLeod said the current lease is $1 annually. USDA wants county to procure all services; county submitted lease for that, including maintenance, trash removal, snow removal (if needed), for $32,000. USDA generated a four-year contract for that. Commissioner Crawford Powell wanted to know if they needed an escalator clause. McLeod said he thought there was enough room in the quoted number already. County Manager said he didn’t think they’d need to hire new staff, either. Public Works would handle it.

7.g. Naming of the Sherriff’s Office Law Enforcemetn Complex
Video. Chad McLeod said staff proposed to rename it after the late G. Robert Carter, former Sheriff, former County Commission member. The total cost of a 14′ by 4′ sign would be $9,500. He showed a couple of renderings of the sign.
