The KLVB presentation told us up to three states dump in the Pecan Row Landfill in Lowndes County, for which the county gets some unspecified amount of tipping fees, which go to fund KLVB. An appointment to KLVB was added to the agenda, although nobody deigned to reveal who was “that individual that has requested to serve on that board”. The Homeland Security grant application turned out to be for defibrillators.

The Chairman said he had heard that “that individual that has requested to serve on that board” would be there the following evening at the Regular Session, although nobody said who he was at the Work Session. The County Manager did point out “Aaron” who said he was present, but that was Aaron Strickland, KLVB executive director, not “that individual”, so who can say?

Sheriff’s office would act as grant administator for a $200,000 grant through the governor’s office of highway safety, funded by the National Highway and Safety Administration, for addressing highway safety issues. Commissioner Demarcus Marshall wanted to know if this would cover some of the devices for new vehicles. Answer from County Manager: “I don’t think so.”

County Manager Joe Pritchard said it was a request from EMA Director Ashley Tye to apply for a grant to fund nine automated external defibrillators to install in nine locations, such as “this building”, City Hall, and local libraries.
Commissioner Demarcus Marshall asked how much the grant was for. Answer: $18,467.
My question is: why did he have to ask? Apparently it’s not just the public that doesn’t know what the Commission is being asked to vote on: sometimes it’s the Commissioners, too.

Our funding comes from the landfill…. This is a tipping fee that is not part of the general budget; it is a separate budget. The owners of this landfill charge tipping fees for every state that dumps there. Up to three states dump in that landfill. Of that percentage they give the host county, which is the Lowndes County, one dollar of that, and that’s what our budget is comprised of.What percentage? Which three states? How much more coal ash from Tennessee has ADS accepted into that landfill? How many more toxic PCBs? How much more wastewater from Superfund sites? All just uphill from our Withlacoochee River?
The rest of his presentation had numbers and information that made sense, such as that in KLVB’s fiscal year 2013,
for every budget dollar, a value of $3.48 in volunteer hours and in-kind services was produced.
