Videos: Steward, Chancy, VLCIA, Nottinghill, and Teramore @ GLPC 2013-10-28

Prequel of the bogus VLMPO maps! Maybe the Valdosta City Council tonight will clarify why the Industrial Authority is asking it to annex and rezone a parcel it apparently does not own. Here’s what the Planning Commission said about that, plus rezonings in Dasher (no speakers and approved unanimously) and Hahira (tabled at request of applicant; see separate post for more on that one), plus two in Lowndes County: Teramore (yes, it’s Dollar General again, and they unanimously recommended it), and Nottinghill is back and got tabled again.

Here’s the agenda with links to the videos and a few notes.

Request to annex 27.85 acres into the City limits of Valdosta and receive an “Industrial Activity Center” character designation on the Future Development Map

Video. According to the tax assessors online database, the owner of that property is Howard and Catherine M. Holt. It can take several months for that online database to get updated. Did VLCIA buy that property recently?

LOWNDES COUNTY CASES:

FINAL ACTION by the Lowndes County Board of Commissioners
Tuesday, November 12, 2013
Lowndes County Judicial and Administrative Complex
Commission Chambers, 2nd Floor
327 North Ashley Strcet, Valdosta, Georgia
5:30 p.m.
  1. REZ-2013-15 Teramore Development
Location: Old U.S. Highway 41 North, Valdosta, Georgia
Request to rezone 2.13 acres from P-D (Planned Development) to C-G (General Commercial)

Video part 1 and video part 2. It’s Dollar General, and one citizen wanted to know if they’d put up a fence between it and his property. Answer was yes.

A Teramore rep from Thomasville hopped up to clarify that they’d talked to the neighbors and they’d implement any requests within reason, which appeared to mean as long as they didn’t need to spend much money on it. Commissioners wanted to ensure that County Planner Jason Davenport wanted to put some teeth into that. Teramore rep said:

“It’s on public record and my word….”

Commissioner Chip Wildes said he thought they shouldn’t be considering personal feelings; rather they should make decisions solely based on land use. So why are they letting Teramore make subjective judgments as to what requests they feel like honoring?

Wildes ended up making a motion to recommend. Commissioner Jody Hall seconded. Unanimous approval.

  2. REZ-2013-ll Nottinghill
    Location: Orr Road, Valdosta, Georgia
Request to rezone 14.99 acres from R-A (Residential Agricultural) to R-21 (Medium Density Residential)
*Note: This case was tabled from the GLPC’s September 29, 2013, regular meeting

Video. And tabled again at this meeting.

Actually, GLPC only recommends. And following its recommendation, Lowndes County Commission tabled REZ-2013-11 at its regular session of 8 October 2013.

OTHER BUSINESS

  1. VLMPO Presentation by Corey Hull and Whitney Shepard

Video part 1. This was basically the same presentation as at the VLMPO Policy Commitee Meeting the next day, with the same bogus maps in it.

Video part 2. There was some discussion of data sources and other projections.

  2. Attendance policy for appointed Boards

Video. Tabled at request of Valdosta City Planner Matt Martin because GLPC Chairman was not present and only 6 of 11 Commissioners were.

  3. GLPC 2014 Meeting Schedule (Draft)

Video. County Planner Jason Davenport said he and County Zoner Carmella Braswell were collecting Commissioner schedules. They also talked about a holiday gathering. Former GLPC Chairman Bill Slaughter used to host at his lake house, but now he’s moved on to be County Chairman. Valdosta City Planner Matt Martin said the city and county used to have budgets for that sort of thing, but no longer, so they needed to be creative.
