The County Manager has found the legal documents on issuance of the the bonds Chairman Slaughter listed in his letter of 18 January.
Received yesterday (as a *.docx file, and still to the wrong email address, but this time including both residence and postal addresses), County Manager Joe Pritchard followed up on his email of 29 January, in which he had seemed puzzled about the term "financial instruments" (it's a standard term in business and investing) such as I asked for 28 January. I thank Mr. Pritchard once again for responding. (I thanked Chairman Bill Slaughter in person the other day.) The relevant correspondance about the flyer that Mr. Pritchard previously wrote was created by the VDT is still missing. I will ask for that Monday, when I respond to Mr. Pritchard's most courteous offer to inspect the financial instruments.

Dear Mr. Quarterman:To follow up my email of yesterday, I have obtained the binder of the documents executed at the closing of the $15,500,000 CVDA
Revenue Bonds (Lowndes County Judicial Administration Complex) Series 2003, and the binder of the documents executed at the closing of the $40,845,000 Lowndes County General Obligation Sales Tax Bonds Series 2008, for you to inspect at your convenience.I have also obtained copies of the Preliminary Official Statement, Official Statement, and papers filed in the validation proceeding for the Lowndes County Public Facilities Authority (Georgia) $9,265,000 Refunding Revenue Bonds (Lowndes County Judicial Administration Complex) Series 2012 and $7,545,000 Refunding Revenue Bonds (Lowndes County Water and Sewerage Project) Series 2013, for you to inspect at your convenience. I have not yet received the binder of the documents executed at the closings of these issues. I can make it available for your inspection as soon as I receive it.
There is no paper trail leading to zero dollars owed on any of this debt, as the premise that zero dollars is owed is not correct. Also, I am not sure what else other than the documents I have obtained you might mean by financial instruments related to these bond issues.
I think Chairman Slaughter's letter and the documents I have obtained will provide you the information in which you're interested and answer your questions. Given this, I would appreciate your inspecting the documents I have obtained and then letting me know if there are any other documents you would like to inspect. Please let me know if this is agreeable.
